Zamfara State House of Assembly has in its plenary on Thursday passed a resolution suspending the continuation of all illegal structures attached to Government buildings and some reserved areas.
This was contained in a statement by the Director General Press Affairs and Public Relations of the House, Mustapha Jafaru Kaura and made available to newsmen on Friday.
Mustapha said, the House has also directed its committee on lands Housing and town planning to investigate the legality or otherwise of such indiscriminate errection of such structures and report back to plenary within two months from yesterday.
Speaker Nasiru Mu’azu Magarya who presided over yesterday’s plenary mandated for such far reaching recommendations and resolutions from members.
After allowing the sponsor of the motion Deputy House leader ,Hon Nasiru Bello Lawal Bungudu called on his colleagues to critically observe how the general public in conjuction with some unscrupulous government officials in the state who are in custody of lands allocation and town planing succeeded in distorting the Gusau Master plan.
Also affected acccording to him, is the entire master plan of the state through this dubious behaviour of illegal allocation of lands and errection of structures within government buildings and reserve areas.
He also cited different locations in Gusau the state capital where such illegality existed in the open by turning government reserved areas to plazas and market places just to buttress his point.
Hon Nasiru said such shameful acts existed only in zamfara state compared with our sister states of Sokoto, Kebbi and Katsina.
He stressed that such unwholesome acts cannot be practiced in Kano or Kaduna states
Hon Bungudu wondered why statutory government agencies responsible for securing urban and regional planning of the state folded their arms and allowed the proliferations of such illegality to continue unabated since inception of the state to date.
In their speeches both the House leader, Hon Faruk Musa Dosara, the Deputy Chief whip, Hon Ibrahim Muhammad Tela Bukkuyum, Hon Abdulnasir Ibrahim Gayari, Hon Nura Dahiru Sabon Birnin Dan Ali as well as Hon Sani Dahiru Adabka unanimously agreed with the submissions of the their colleague.
They also strongly recommended that all these illegal structures currently going on across the state be stopped forthwith.
After careful listening to all the arguments advanced by different House members, Speaker Nasiru Mu’azu Magarya ordered the standing House Committee on lands Housing and town planning to investigate all these allegations.
The Speaker went further to give them eight (8) terms of reference that will aid them in carrying out their assignment with ease and report back to plenary within two months from yesterday.
Part of the terms of reference of the committee are as follows:-
1) TO determine the existence of Gusau master plan and strategic infrastructural plan.
2) Has the Master plan be adhered to from inception to date?
3) How many and which agencies are involved in the management and Administration of lands and Master plan implementation.
4) what naccisitate the evolution illegal structures in government own reserved areas as enumerated in this motion.
5) Identify Agencies involved in land Racketeering (if any)
6) Identify how illegal Street naming is evolved.
7) Recommend to the House action to be taken in curbing the occurances of these problems as identified in in the contents of this motion.
8) Any other mandate deemed naccessary by Hon House
After resolving this motion on notice, the House also considered and adopted a report for the establishment, composition, and powers of the state anti-corruption commission and gave the bill third reading and subsequently passed it into law.
Also at yesterday’s plenary the House considered a private member bill sponsored by Hon Abdulnasir Ibrahim Gayari representing Gummi 2 which is a bill for a law for the establishment of College of Legal and Islamic Studies Gummi and for other matters 2021, which scaled first reading.
The Speaker, after exhausting all the contents of yesterday’s order paper directed Hon Salihu Usman Zurmi representing Zurmi East to adjourn plenary to Monday 13/12/2021 by 10:00 am as usual and was seconded by Hon Sani Dahiru Adabka.
